Two people have been arrested in connection to a homicide investigation.

Terre Haute City Police tell us that the man that was found dead Wednesday night at the intersection of 5th and Swan has been identified at 29 year old Steven Vicars-Goings of Terre Haute.

22 year old Cody Morgan of Montezuma and 21 year old Ashley Lynch of Terre Haute have both been arrested and charged with murder.

Assistant City Police Chief Shawn Keen tells WIBQ that investigators were able to learn the identity of the victim, and through physical evidence, statements, and video surveillance learned that he had been in the area to take part in an illegal drug transaction with multiple other persons.

During the course of this transaction, the victim was on foot and the transaction took place with the other parties inside an extended cab truck.

During a confrontation, the driver proceeded to move the truck with the victim still attached.

Witnesses told police that the victim was struck by one of the occupants until he fell from the vehicle and was run over by it.

Keen also tells us that the investigation is continuing and that more arrests are possible.
