Should Illinois millionaires have to pay more income tax?
That is a question that will be put on Illinois voters this November.
Gov. Pat Quinn has signed legislation allowing voters to cast their opinion. The nonbinding resolution on the November ballot will ask if the state should place a 3 percent surcharge on incomes over $1 million.
