Indiana may very well have built most if not all of a major interstate highway from Indianapolis to Evansville in the time it has taken to build a bypass around the southeast end of Terre Haute.
It will take another three years to complete the 6 mile 641 bypass.
The plan was adopted in 1990.
The next phase of construction on the project will begin within the next few days and wrap up in the fall of 2016.
Many of the delays have been blamed on some of the contractors involved, and weather.
Some other unexpected delays have been due to environmental projects for wetlands, streams and bats.
