The Terre Haute City Council held two meetings with week to gather budget information from the administration in preparation of passing a 2014 budget.
A total of nine department heads and the mayor presented information.
One bright spot to the city budget problem is that the Rae Park golf course actually makes a profit of $28,000 last year.
The cities other golf course, Hulman Links, is still in the red every year.
City officials estimated that the general fund will receive about $29 million in revenue in 2014 with expenses of about $33 million. Several on the council expressed concerns of the need for tax anticipation loans to carry the city until tax distributions are made from the state.
