In years past, Black Friday stampedes have left some shoppers injured or in some cases dead.
The Indiana Department of Labor is telling retailers to make sure they take steps to ensure workers and customers are safe on Black Friday and other sale events.
The Labor Department says stores should use crowd management techniques including markers or barricades, and trained security or police for crowd control.
The department also recommends using raffles, armbands or tickets for hot items.
The federal Occupational Safety and Health Administration recommends stores prepare an emergency plan that addresses potential dangers.
