Plans to build a sewer overflow holding area across from the new sewage treatment plant in Terre Haute hit a small road block.
Part of the area where the holding pond is being build along the Wabash River was donated to the city.
EPA testing has found that the land contains significant levels of lead and that has to be cleaned up before moving forward.
Mayor Bennett says the lead clean-up will be paid for by whichever previous owner caused the contamination.
The EPA still has to decide just how and when to proceed.
