Gov. Mike Pence is talking to opponents of his call for a 10 percent cut in Indiana's personal income tax.

Local leaders have emerged as the staunchest opponents of Pence's tax cut, saying the money would be better spent on much-needed road repairs.

The budget is now being debated in the state Senate.

The state is facing a local road funding gap of more than $200 million per year.
