ST. PAUL, Min (MNN) -  There are now three weeks left in the Minnesota legislative session with no sign of agreement between Governor Dayton and Republicans on balancing the state budget.  The big sticking-point remains the governor's call for a top-bracket income tax increase, with Republicans saying "no way."  Both sides are dug in and have not given any signs that they're willing to compromise on the issue.
