I'm in shock from reading this...

Last week a tourist from Arizona snapped this photo of a New York City police officer giving a homeless man a pair of shoes, as the temperature was 36 degrees. The man, Jeffery Hillman, is not wearing the shoes now as he says "they are worth a lot and he could lose his life." They're now hidden.
Secondly, Hillman says the picture and Youtube videos of this went global and he "wants a piece of the pie". He says he feels "exploited".
Hillman did acknowledge the officer, 25 year old Lawrence DePrimo saying he "wishes there were more people like him in the world."
What's your take on the situation?
