No, but it is a guy dressed as an escaping Zebra for an earthquake drill. Back in California they just make you get under the desk in school, here a guy actually had to dress up and run around like a scared animal. 

That's not the thing that bothers me about this video...it's the way the anchor lady says Zebra. She has a british accent and I guess I have never heard abritish person say Zebra before. I'ts pretty disturbing...
